Dr. Mulligan graduated from the United States Military Academy in West Point in 1983 and completed his medical school at the Medical University of South Carolina in Charleston. In 1994, Dr. Charles Mulligan Jr. completed his residency at the Eisenhower Army Medical Center, moving on to complete his fellowship at the Medical College of Virginia within Virginia Commonwealth University in Richmond a few years later. Dr. Charles Mulligan Jr. is a practicing thoracic surgeon at the Helen F. Graham Cancer Center and he specializes in cancers of the lungs.
